Buyers receiving integrated or containerized wastewater treatment equipment should evaluate the manufacturer against verified project conditions and an agreed factory acceptance plan. The aim is to find interface, assembly, control, and documentation gaps before the system reaches the job site, where corrections are usually slower and more expensive. A useful review begins with the approved design basis, including average and peak flow, wastewater sources, operating schedule, process route, and the intended discharge or reuse objective.

A factory acceptance test, commonly called a FAT, works best when its scope is written into the technical agreement. The plan should identify who will attend, which drawings and records will be reviewed, which tests require witnessing, what measurements must be recorded, and how deviations will be closed. Clear criteria help the owner, engineer, and wastewater treatment equipment manufacturer make decisions from the same evidence.

Verify the Approved Design Basis

The inspection team should work from the latest approved process flow diagram, equipment layout, piping and instrumentation diagram, electrical drawings, control philosophy, and equipment schedule. Tank volume, hydraulic elevation, nozzle orientation, pipe size, cable entry, foundation points, and connection boundaries should match the approved package. This check is especially important for modular systems because a small interface error can affect installation of several connected units.

Materials and purchased components also require verification. Inspectors can compare tank plates, pipes, fasteners, coatings, membranes, media, pumps, blowers, valves, instruments, and control components with the approved bill of materials. Nameplates, instrument ranges, motor ratings, material certificates, and component data sheets should be legible and consistent. Any approved substitution should be documented rather than discovered during installation.

Mechanical and Electrical Checks

Mechanical inspection covers overall dimensions, weld condition, coating coverage, flange alignment, gasket installation, pipe supports, access openings, ladders, platforms, lifting points, and equipment labels. Tanks and process lines can be checked for visible damage, unfinished work, and potential leakage paths. Maintenance access deserves particular attention: operators need safe room to remove pumps, clean screens, inspect diffusers, replace instruments, and reach valves after the equipment is installed.

Electrical and control checks should confirm wiring identification, terminal tightness, protective devices, grounding, cabinet ventilation, and correspondence between field instruments and the control panel. Where power and utilities are available, the team can verify motor rotation, manual and automatic modes, level logic, alarms, interlocks, emergency-stop functions, and fail-safe responses. Each input and output should be traced against the approved I/O list so that incorrect signals are corrected before shipment.

Functional Tests and Records

Functional testing may include dry runs and clean-water tests when the equipment configuration and factory utilities allow them. The team can observe pump operation, valve movement, water-level response, flow direction, leakage, instrument indication, alarm sequences, and coordinated start-stop logic. However, a FAT cannot reproduce the biological condition or variable pollutant load of the operating site. It should not be presented as proof of final effluent performance.

Every result should be traceable. A practical FAT file contains the approved test procedure, signed checklists, instrument calibration records, component information, photographs, measured values, deviation reports, corrective actions, and retest results. If an item cannot be tested at the factory, the record should state why and identify the corresponding site acceptance or commissioning activity. This prevents important checks from disappearing between delivery and start-up.

Shipment release should include more than a signature on the inspection sheet. The team should confirm that loose items, special tools, spare parts, manuals, certificates, and packing lists are complete and clearly tagged. Open nozzles and electrical entries need protective covers, while sensitive instruments may require separate packing. Temporary transport braces, lifting instructions, corrosion protection, and weight or center-of-gravity information should suit the planned route and handling method.

Before the equipment leaves the factory, the punch list should be closed or divided into clearly agreed responsibilities with completion dates. The manufacturer and buyer should retain the same signed record set. At the same time, the project team can review site readiness, including foundations, access roads, crane capacity, power supply, drainage, ventilation, chemical storage, and influent availability. Factory release and site preparation must follow one coordinated schedule.

What Buyers Should Retain

The FAT does not replace installation inspection, wet commissioning, biological start-up, operator training, or performance testing. Its value is the reliable baseline it creates. When site teams know the verified equipment configuration, control logic, open items, and document status, they can diagnose installation and commissioning issues more efficiently.

Buyers should also use the review to confirm long-term maintainability. Access space, isolation points, consumables, recommended spare parts, routine inspection tasks, alarm handling, and operator responsibilities are as important as fabrication quality. A technically complete package should be understandable to the people who will receive, install, commission, and operate it.
